Meet our Chief and Councillors

Elected Council for the Mississaugas of Scugog Island First Nation is comprised of one Chief and four Councillors. The most recent election was held in June 2025. Chief and Council terms are four years.

Meet our Chief and Councillors

Elected Council for the Mississaugas of Scugog Island First Nation is comprised of one Chief and four Councillors. The most recent election was held in June 2025. Each election term is 4 years. 

The Chief's Role

The Chief is the official spokesperson of the First Nation and is required to attend meetings with local, federal and provincial counterparts. The Chief attends council, committee and community meetings as required to provide direction to members of staff who are associated with his/her portfolio in the development of policies and programs.

The Councillor's Role

It is the Councillor’s responsibility to work with the Chief and other Councillors to oversee the operations of the First Nation. Councillors are required to attend meetings with local, federal and provincial counterparts and attend council, committee and community meetings as required to discuss community issues.

Chief Kelly LaRocca

Chief Kelly’s educational achievements include an honours degree in philosophy from the University of Western Ontario, and a Bachelor of Law from the University of Windsor, Faculty of Law. Kelly also spent time on the west coast, studying Aboriginal law at the University of Victoria, after having practiced as a civil litigation lawyer in the City of Toronto.

Upon returning to Scugog First Nation in 2008, Kelly built her capacity as a Council member and was later elected as Chief in 2013.

Kelly and her husband, Jonathan reside on Scugog FN with their two children.

Deputy Chief Jeff Forbes

Councillor Forbes has been serving Mississaugas of Scugog Island First Nation as an elected official since 2021. Prior to being elected as Councillor, Jeff spent many years guiding through the mountains and rivers of western Canada, while also working in various roles with MSIFN. 

Jeff holds a diploma in Outdoor Recreation and Leisure from Canadore College, along with multiple certifications in mountain and water safety, as well as certifications in construction/heavy equipment. 

He currently serves on both the Kawartha Conservation and the Scugog Lake Stewards Boards, and lives on the Scugog First Nation with his wife, Caitlin, and their three children.

Councillor Sylvia Coleman

Councillor Coleman has served as an elected official for MSIFN since 2023, serving remotely from British Columbia where she resides with her family. 

Sylvia’s holds a PhD  in Resources, Environment and Sustainability, focused on pro-environmental behaviour in a green building, building on a Masters of Advanced Studies in Architecture from UBC. She conducted postdoctoral research at the University of Toronto on the development of wellbeing in social housing, and taught Cultural Anthropology and Interdisciplinary Studies at Capilano University in North Vancouver.

In industry Sylvia worked as a Sustainability Researcher  in Vancouver, and was a co-founding partner of Recollective green building consulting. 

She has served on the Indigenous Advisory Circle of the Ontario Tech University Research Ethics Board since 2018, and is the Chair of Minogi’s Board of Directors.

 Sylvia loves her family, hiking and film, and dabbles in drawing and painting when she gets the chance.

Councillor Laura Colwell

Laura Colwell, B.A., served as Councillor for The Mississaugas of Scugog Island First Nation from June 2017 to June 2023. After choosing not to seek re‑election for the 2023–2025 term, she was re‑elected in 2025 and continues to serve the community in this role.

Prior to her election, Laura spent more than two decades in various leadership roles at the Great Blue Heron Casino.

She holds a Bachelor of Arts in Communications and Digital Media from Ontario Tech University, a Business diploma from Durham College, and multiple professional certificates earned from institutions across Turtle Island.

Laura currently serves on the Durham Police Advisory Board and the Toronto Metro Zoo Board of Directors. Laura resides on the Mississaugas of Scugog Island First Nation with her husband, Mike, and their two sons.

Councillor Jake Kozlinsky

Jake Kozlinsky is a Scugog First Nation resident who brings a people-focused leadership to his first term of public service.

Jake’s background includes community volunteerism, MSIFN organizational knowledge, and youth mentorship and perspective which he brings to his role as Councillor. His hands‑on experience coordinating local sports teams and working directly with Members of all ages has shaped his commitment to creating positive opportunities for the young people of Scugog First Nation.

Known for his respectful, thoughtful, and approachable nature, Jake is focused on turning community needs into practical solutions that benefit the community today and into the future.
